It was in the late 1980's that the Russian devotees became free to practice Krishna consciousness, prior to that it was illegal to be a Hare Krishna devotee in Russia. So 1993 is just a few years after the Russian devotees were free to travel to Vrindvan. So at this time there were many, many Russian devotees living in Vrindavan.
